Taliban&#8217;\u0131n inan\u00e7lar\u0131 ve bu inan\u00e7lar\u0131n Afganistan&#8217;\u0131n farkl\u0131 b\u00f6lgelerinde kendini g\u00f6sterme bi\u00e7imi, Afganistan\u2019\u0131n kom\u015fular\u0131 ve d\u00fcnya aras\u0131nda tepkilere yol a\u00e7t\u0131. Taliban, \u00fclkeyi otoriter yerel y\u00f6neticilerden temizlemenin, keyfi gruplar\u0131 da\u011f\u0131tman\u0131n ve Afganistan&#8217;da d\u00fczen ve istikrar sa\u011flaman\u0131n m\u00fcjdecisi oldu\u011funu iddia etti. Ancak ilk zaferlerin ard\u0131ndan \u0130slam \u015feriat dayal\u0131 bir rejim kurma hedeflerini a\u00e7\u0131klad\u0131lar. A\u015f\u0131r\u0131l\u0131k\u00e7\u0131lar, keyfi dini okumalar\u0131 toplumlar\u0131n ko\u015fullar\u0131na uygun siyasi, sosyal ve k\u00fclt\u00fcrel de\u011fi\u015fkenlerle ili\u015fkilendirerek a\u015f\u0131r\u0131l\u0131k yanl\u0131s\u0131 d\u00fc\u015f\u00fcnceyi yaratmak, desteklemek ve kurumsalla\u015ft\u0131rmak i\u00e7in dini ideolojileri ve \u0130slami metinlerin ve de\u011ferlerin belirli yorumlar\u0131n\u0131 kullan\u0131rlar. Bir etnik grubun sosyo-politik yap\u0131lardaki tarihsel ve sosyal yoksunlu\u011fu, k\u00fclt\u00fcrel sald\u0131rganl\u0131k ve bir ulusun de\u011ferlerinin ve k\u00fclt\u00fcrel zenginli\u011finin yok edilmesi, e\u015fit ekonomik f\u0131rsatlar\u0131n olmamas\u0131, ayr\u0131mc\u0131l\u0131k ve \u00f6nyarg\u0131, etnik, dilsel ve dinsel \u00fcst\u00fcnl\u00fck, a\u015f\u0131r\u0131l\u0131k\u00e7\u0131 fikir ve te\u015fviklerin olgunla\u015fmas\u0131n\u0131n temel nedenleridir. (Askari, 2019: 2-1)<\/p>\n\n\n\n<p><strong>Talibanizm:<\/strong> \u201cPolitika ve iktidar, gerici k\u00f6ktencilik, \u015fiddet i\u00e7eren a\u015f\u0131r\u0131l\u0131k ve herhangi bir s\u0131radan sosyal y\u00f6ntemle kar\u015f\u0131la\u015ft\u0131r\u0131lamayan ilkel bir ya\u015fam bi\u00e7imiyle kar\u0131\u015ft\u0131r\u0131lm\u0131\u015f bir kabile zihniyetidir. Talibanizm, 21. y\u00fczy\u0131lda \u015fiddet kullanan, d\u00fc\u015fmana intihar yoluyla vurman\u0131n \u00f6zel bir yolu, sivillerin katledilmesine kay\u0131ts\u0131zl\u0131k, kendileri hari\u00e7 t\u00fcm Afganlara \u00f6nyarg\u0131lar, camilerde ibadet edenlerin \u00f6ld\u00fcr\u00fclmesi gibi nadir g\u00f6r\u00fclen bir fenomendir. Dini mekanlar, intihar operasyonlar\u0131nda \u00e7ocuklar\u0131n ve kad\u0131nlar\u0131n kullan\u0131lmas\u0131, kad\u0131n nefreti ve evde hapsedilmesi, insanl\u0131\u011f\u0131 hak ve \u00f6zg\u00fcrl\u00fcklerine d\u00fc\u015fmanl\u0131k ve \u00fcst\u00fcnl\u00fck&#8230;vb. Havaric d\u0131\u015f\u0131nda bu grup ile toplumdaki di\u011fer gruplar aras\u0131nda benzerlikleri yoktur\u201d.<\/p>\n\n\n\n<p><strong>Taliban D\u00fc\u015f\u00fcncesinde mezheb:<\/strong> Genel olarak, Taliban&#8217;\u0131n ideolojik temellerini ve mezheplerini a\u00e7\u0131klarken, belirli bir d\u00fc\u015f\u00fcnce, ak\u0131m veya mezhep okulunda bulunamazlar. Ancak Havaric hareketiyle Taliban&#8217;\u0131n g\u00fcd\u00fcleri, inan\u00e7lar\u0131 ve davran\u0131\u015flar\u0131 aras\u0131nda zihinsel ve davran\u0131\u015fsal normlar a\u00e7\u0131s\u0131ndan&nbsp; benzerlikler var. Taliban&#8217;\u0131n &#8220;Deobandi mezhepleri&#8221;, &#8220;Vahhabi inan\u00e7lar\u0131&#8221;, &#8220;Selefi&#8221; e\u011filimlerden vb.d\u00fc\u015f\u00fcncelerden Etkilendi\u011fi y\u00f6n\u00fcndeki spek\u00fclasyonlara ra\u011fmen, Taliban bu d\u00fc\u015f\u00fcnce okullar\u0131ndan herhangi birine \u00f6zel olarak etkilenmi\u015f g\u00f6r\u00fcnm\u00fcyor. (Mahdavi, 2014: 115) &nbsp;Bununla birlikte, Havaric uygulamas\u0131n\u0131n temeli olan &#8220;Pakistan Jamiat-e-\u0130slam&#8221;&nbsp; \u00f6\u011fretilerinden en \u00e7ok etkilenmi\u015f g\u00f6r\u00fcn\u00fcyorlar. \u0130\u015fte Havaricilerin eylemlerine \u00e7ok benzeyen Taliban&#8217;\u0131n eylemlerinden baz\u0131 \u00f6rnekler:<\/p>\n\n\n\n<p>&#8211; Taliban kendilerini &#8220;sad\u0131k Hanefiler&#8221; in dini takip\u00e7ileri olarak g\u00f6r\u00fcyorlar, ancak sosyal sorunlara dini \u00e7\u00f6z\u00fcmler aramaya zorland\u0131klar\u0131nda, reformdan ziyade sapmay\u0131 g\u00f6steren Havaricilerle bir\u00e7ok benzerlik buldular. Havariciler gibi isyanlar\u0131n\u0131n da M\u00fcsl\u00fcmanlar aras\u0131ndaki b\u00f6l\u00fcnmeler ve kan d\u00f6k\u00fclmesinden kaynakland\u0131\u011f\u0131 gibi, \u0130slami ilimler aliminden Profes\u00f6r Burhanuddin Rabbani liderli\u011findeki \u0130slami h\u00fck\u00fcmeti devirmek i\u00e7in cihat ilan ettiler. M\u00fcsl\u00fcmanlar aras\u0131nda kan d\u00f6k\u00fclmesine neden oldular.<\/p>\n\n\n\n<p>&#8211; Bu iki grup (Taliban ve Havariciler) aras\u0131ndaki di\u011fer benzerliklerden biri, d\u00fczensiz atmosfer ortaya \u00e7\u0131k\u0131\u015f\u0131yd\u0131; \u00d6yle ki, hem Havariciler hem de Taliban, krizin ve \u0130slami h\u00fck\u00fcmetlerin i\u00e7 sava\u015flar\u0131n\u0131n \u00fcr\u00fcn\u00fcyd\u00fc. M\u00fcsl\u00fcmanlar aras\u0131nda bir i\u00e7 sava\u015f \u00e7\u0131kmas\u0131 durumunda,ilgili gruplara sava\u015fa katk\u0131da bulunmak yerine krizi \u00e7\u00f6zmeye \u00e7al\u0131\u015fmak her M\u00fcsl\u00fcman\u0131n g\u00f6revidir. \u0130lk Havariciler, \u0130mam Ali ile Muaviye aras\u0131nda bar\u0131\u015fa arac\u0131l\u0131k etmek yerine, kanl\u0131 sava\u015f\u0131n ate\u015fine yakacak odun ekledi, \u00fc\u00e7\u00fcnc\u00fc bir kale a\u00e7t\u0131 ve M\u00fcsl\u00fcmanlar aras\u0131nda ba\u015fka bir felaket yaratt. Taliban, i\u00e7 sava\u015fta, M\u00fccahid h\u00fck\u00fcmeti ve Afganistan \u0130slam Cumhuriyeti h\u00fck\u00fcmeti s\u0131ras\u0131nda, her zaman bu \u00fclkenin insanlar\u0131n\u0131 \u00f6ld\u00fcrm\u00fc\u015flerdir.<\/p>\n\n\n\n<p>&#8211; Taliban, koyun, s\u0131\u011f\u0131r ve deve kesiminin h\u00fck\u00fcmlerini Hanefi hukuk\u00e7ular\u0131ndan al\u0131r, ancak insanlar\u0131 katletmesini harici uygulamas\u0131ndan taklid ediyorlar. Taliban&#8217;\u0131n sava\u015f tasar\u0131lar\u0131, grubun Afgan d\u00fc\u015fmanlar\u0131na muamelesinin Bat\u0131l\u0131 rakipleriyle yapt\u0131klar\u0131ndan daha ac\u0131mas\u0131z oldu\u011funu g\u00f6steriyor.<\/p>\n\n\n\n<p>&#8211; Taliban, Haricilerin siyasi faaliyetinin ilkelerine iki unsur daha ekledi. Afganistan&#8217;da dini liderleri, a\u015firet b\u00fcy\u00fckleri, bilim adamlar\u0131, kad\u0131nlar\u0131, \u00e7ocuklar\u0131 ve sivilleri intihar sald\u0131r\u0131lar\u0131yla, yol kenar\u0131ndaki may\u0131nlarla, patlamalarla ve bir dizi suikastla \u015fehit ediliyorlar.<\/p>\n\n\n\n<p>&#8211; Tarih boyunca, Hariciler kendilerini iki ate\u015fli M\u00fcsl\u00fcmanlar\u0131 olarak tan\u0131tm\u0131\u015f olsalar da, dola\u015f\u0131kl\u0131k, k\u0131zg\u0131nl\u0131k ve intikam dinlerinin ilkelerini a\u015ft\u0131. Ancak \u0130slam \u00dcmmeti bu mezhebden ve onun d\u00fc\u015f\u00fcncelerinden s\u00fcrekli olarak yabanc\u0131la\u015fm\u0131\u015ft\u0131r. Kuvvet, esneksizlik, iyiyi emretme ve k\u00f6t\u00fcl\u00fc\u011f\u00fc, kabilecili\u011fi, kan d\u00f6k\u00fclmesine ve \u015fiddete delice ilgiyi yasaklama ilkesine dayand\u0131klar\u0131 i\u00e7in \u0130slam&#8217;\u0131n tarihinde ve co\u011frafyas\u0131nda k\u00f6k salamam\u0131\u015flard\u0131r. Bu t\u00fcr \u015fiddetli ve a\u015f\u0131r\u0131l\u0131k\u00e7\u0131 eylemlerle Taliban, bu topraklar\u0131n tarihinde hen\u00fcz kendilerine iyi bir isim veremedi. (Ansari, 2012: 78)<\/p>\n\n\n\n<p><strong>Taliban D\u00fc\u015f\u00fcncesinde Halifelik<\/strong>: Taliban grubunun \u0130slam Hilafeti&#8217;nin kurulmas\u0131yla ilgili g\u00f6r\u00fc\u015f\u00fc \u015fu \u00fc\u00e7 eksene dayanmaktad\u0131r:<\/p>\n\n\n\n<p>-Suudi Arabistan&#8217;\u0131 taklit eden Taliban, kendilerini bir anayasaya ihtiya\u00e7 duymuyorlar ve hala da g\u00f6rm\u00fcyorlar, ancak Taliban \u015eeriat\u0131n\u0131n h\u00fck\u00fcmlerini tek anayasas\u0131 olarak g\u00f6r\u00fcyorlar. \u015eeriatlar\u0131na ba\u015fka herhangi bir kavram veya kanunun dahil edilmesi \u0130slam&#8217;\u0131n ihlali olarak kabul edilir.<\/p>\n\n\n\n<p>&#8211; Sadece Taliban hareketi, Afganistan halk\u0131 aras\u0131nda de\u011fil, \u0130slam d\u00fcnyas\u0131nda da Taliban&#8217;\u0131n halifesi veya lideri bir t\u00fcr kutsal ve manevi stat\u00fcye sahiptir. Ancak bu eylem, sadece Taliban i\u00e7in de\u011fil, kontrolleri alt\u0131ndaki t\u00fcm co\u011frafya i\u00e7in, dini ve ilahi me\u015fruiyete sahip bir ki\u015fi olarak &#8220;lider&#8221; in emir ve yasaklar\u0131na uymak i\u00e7in bir t\u00fcr dini g\u00f6rev olu\u015fturmal\u0131d\u0131r.<\/p>\n\n\n\n<p>&#8211; Taliban, do\u011frudan halk taraf\u0131ndan se\u00e7ilmesine gerek kalmamas\u0131 i\u00e7in bir &#8220;Ahl ve akd&#8221; konseyi olu\u015fturarak liderini kutsal bir y\u00fczle Amir el-Mu&#8217;minin olarak kurdu. Taliban&#8217;\u0131n \u015feriat g\u00f6r\u00fc\u015f\u00fcne g\u00f6re, Amir al-Mu&#8217;minin&#8217;in me\u015fruiyetinin kayna\u011f\u0131 pop\u00fcler de\u011fil, ilahidir. Bu nedenle insanlar\u0131n g\u00f6r\u00fc\u015f\u00fc \u00f6nemli de\u011fil. (Mahdavi, 2014: 122)<\/p>\n\n\n\n<p><strong>Taliban D\u00fc\u015f\u00fcncesinde \u015eeriat:<\/strong> Taliban&#8217;\u0131n g\u00f6r\u00fc\u015f\u00fcne g\u00f6re \u015feriat, onlar\u0131 anayasa, \u0130nsan Haklar\u0131 S\u00f6zle\u015fmesi, kad\u0131n haklar\u0131, ifade \u00f6zg\u00fcrl\u00fc\u011f\u00fc, ekonomik, sosyal, k\u00fclt\u00fcrel, politik, end\u00fcstriyel ve teknolojik yasalar gibi sivil ba\u015far\u0131lardan mahrum edebilecek kapsaml\u0131 bir sistemi kaps\u0131yor. Taliban, Afganistan&#8217;\u0131n bir b\u00f6l\u00fcm\u00fcn\u00fc y\u00f6netirken g\u00f6sterdi\u011fi performansa bakarsak, \u015eeriat ad\u0131na kendilerini b\u00fcy\u00fck \u0130slam Peygamberi PBUH&#8217;da daha dindar olarak sunmaya \u00e7al\u0131\u015ft\u0131klar\u0131n\u0131 ve onlara g\u00f6re onun \u015feriat\u0131n\u0131 yerine getirdiklerini g\u00f6r\u00fcr\u00fcz.(Ra\u015fid, 2018: 78) &nbsp;E\u011fer sakal b\u0131rakmak Muhammedi \u015feriatinde s\u00fcnet ise taliban bunu farz\u2019tan daha \u00fcst\u00fcn g\u00f6rerek ve sakallar\u0131 t\u0131ra\u015f eden ki\u015filerin faillerin hapsedildi\u011fini ve bazen halka a\u00e7\u0131k bir \u015fekilde k\u0131rba\u00e7land\u0131\u011f\u0131n\u0131 varsaymaktan daha fazlas\u0131n\u0131 kabul etti ki bu, 1400 y\u0131ll\u0131k \u0130slam tarihinde g\u00f6r\u00fclmemi\u015f bir durumdur.<\/p>\n\n\n\n<p>Ayr\u0131ca \u0130slam Peygamber&#8217;in (asm) g\u00f6\u00e7te, sava\u015fta ve bar\u0131\u015fta, camilerde ve okullarda, seyahatlerde vb. T\u00fcm faaliyetlerinde kad\u0131nlar bulunuyordu, ancak Taliban \u015feriatinde t\u00fcm alanlar\u0131 kad\u0131nlardan ar\u0131nd\u0131r\u0131lmal\u0131d\u0131r. \u015eeriat olarak bilinen Taliban, hepsi haram say\u0131lan bilgiye, \u00fcniversitelere, spor kul\u00fcplerine, okullara, medyaya, ifade \u00f6zg\u00fcrl\u00fc\u011f\u00fcne, televizyona, radyoya ve hatta \u00e7ocuk balonlar\u0131na d\u00fc\u015fman olmu\u015ftur ve olmaya devam etmektedir. (Ansari, 2012: 20)<\/p>\n\n\n\n<p><strong>&nbsp;Taliban D\u00fc\u015f\u00fcncesinde Kad\u0131nlar:<\/strong> Taliban, tarihteki kad\u0131nlar\u0131 d\u00fc\u015fman olarak g\u00f6ren \u0130slamc\u0131 a\u015f\u0131r\u0131l\u0131k yanl\u0131s\u0131 gruplardan biridir ve \u015fuan kadar tarih buna \u015fahittir. Taliban rejiminin \u00fclkenin bir b\u00f6l\u00fcm\u00fcnde hemen hakim olunca ilk emirlerinde kad\u0131nlar\u0131 burka giymeye mecbur ettiler. Taliban rejiminde kad\u0131nlar\u0131n e\u011fitim hakk\u0131, \u00e7al\u0131\u015fma hakk\u0131, mahremsiz seyahat hakk\u0131, foto\u011fraf \u00e7ekme, makyaj yapma, oy kullanma, yorum yapma hakk\u0131 yoktu ve bu kararlar\u0131 kontrolleri alt\u0131ndaki alanlarda uygulamaya devam ediyorlar. Taliban&#8217;a g\u00f6re kad\u0131n, erke\u011fin ikinci cinsiyetidir ve onuru sadece evde kalmakt\u0131r. Kad\u0131nlar\u0131 hem y\u00f6netimleri s\u0131ras\u0131nda hem de sonras\u0131nda \u00e7\u00f6lde yarg\u0131lad\u0131lar(Mahdavi, 2014: 125).<\/p>\n\n\n\n<p><strong>Taliban D\u00fc\u015f\u00fcncesinde Etni\u0131k:<\/strong> Taliban, \u00fclkenin baz\u0131 b\u00f6lgelerini y\u00f6netirken, etnik gruplar\u0131 m\u00fcmk\u00fcn olan en g\u00fc\u00e7l\u00fc ve benzeri g\u00f6r\u00fclmemi\u015f \u015fekilde ortadan kald\u0131rmaya \u00e7al\u0131\u015ft\u0131lar. Parwan, Kapisa, Bamyan ve Belh vilayetlerinde Pe\u015ftun olmayanlar\u0131 katlettiler.<\/p>\n\n\n\n<p>Taliban, a\u015firet zihniyetiyle ve Pakistan istihbarat servisinin liderli\u011fiyle, ba\u015flang\u0131c\u0131ndan bu yana Afganistan&#8217;da etnik b\u00f6l\u00fcnmeleri takip ediyor. B\u00f6ylelikle askere al\u0131nmalar\u0131n\u0131 kolayla\u015ft\u0131rabilir ve \u00fclkede hen\u00fcz bu u\u011fursuz hedefe ula\u015famam\u0131\u015f etnik sava\u015flar\u0131n ate\u015fini yakabilirler (Da\u015fti, 2015: 10).<\/p>\n\n\n\n<p>\u201c\u0130ktidarlar\u0131 s\u00fcresince Merkez Konseyleri, Y\u00fcksek Konsey, Kabil Y\u00f6netim Konseyi, Bakanlar Konseyi, \u0130l Konseyi, Merkez Dar\u00fc-Fetva&#8217;y\u0131 kurarak ve askeri komutanlar\u0131n\u0131 atayarak etnik \u00e7e\u015fitlili\u011fe asla inanmad\u0131klar\u0131n\u0131 g\u00f6sterdiler. Etnik ve kabile geleneklerine ve de\u011ferlerine g\u00fc\u00e7l\u00fc bir \u015fekilde ba\u011f\u0131ml\u0131d\u0131rlar, bu da \u00e7o\u011fu durumda politikalar\u0131 ile \u015feriat yasalar\u0131 aras\u0131nda \u00e7eli\u015fkilerle sonu\u00e7lan\u0131r. Bazen a\u015firet k\u0131yafetlerini \u0130slam hukuku olarak g\u00f6r\u00fcyorlar ve insanlar\u0131 giymeye zorluyorlar\u201d.<\/p>\n\n\n\n<p><strong>Taliban D\u00fc\u015f\u00fcncesinde E\u011fitim:<\/strong> Taliban, h\u00fck\u00fcm s\u00fcrd\u00fckleri d\u00f6nemde, orta\u00e7a\u011f a\u015f\u0131r\u0131l\u0131k\u00e7\u0131 d\u00fc\u015f\u00fcnceleriyle, sadece k\u0131z \u00e7ocuklar\u0131n\u0131n e\u011fitim kap\u0131lar\u0131n\u0131 kapatmakla kalmad\u0131, ayn\u0131 zamanda erkek \u00e7ocuklar\u0131n\u0131n e\u011fitimine de k\u0131s\u0131tlamalar getirdi, bu da erkek okullar\u0131n\u0131n ve \u00fcniversitelerin kap\u0131lar\u0131n\u0131 g\u00f6r\u00fcnmez bir \u015fekilde kapatmak anlam\u0131na geliyordu (m\u00fcjde, 2014: 109)<\/p>\n\n\n\n<p>Taliban cehaletle Kabil T\u0131p \u00dcniversitesi&#8217;ndeki \u00e7izelgeleri, foto\u011fraflar\u0131 ve a\u00e7\u0131klay\u0131c\u0131 materyalleri bile imha etti ve \u0130slami bilimler d\u0131\u015f\u0131ndaki kitaplar\u0131 bar\u0131nd\u0131ran k\u00fct\u00fcphaneleri kapatt\u0131. Pek \u00e7ok kitap, k\u00fcf\u00fcr oldu\u011fu gerek\u00e7esiyle ate\u015fe verildi (Atay, 2005: 541). Yine s\u0131n\u0131rl\u0131 olan dini okullar d\u0131\u015f\u0131nda, modern bilimlerin herhangi bir \u00f6\u011fretiminin yasad\u0131\u015f\u0131 ve yasak oldu\u011funu d\u00fc\u015f\u00fcn\u00fcyorlard\u0131. Taliban, rejimlerinin d\u00fc\u015f\u00fc\u015f\u00fcnden bu yana kontrolleri alt\u0131ndaki b\u00f6lgelerdeki y\u00fczlerce okulu ate\u015fe verdi ve y\u00fczlerce okulu askeri \u00fcslere d\u00f6n\u00fc\u015ft\u00fcrd\u00fc. Okullarda \u00e7ok say\u0131da k\u0131z ve erkek \u00f6\u011frenciyi i\u00e7me suyu ve kimyasallarla zehirleyerek e\u011fitimlerine devam etmelerini engellediler (Mohammadi, 2015: 118).<\/p>\n\n\n\n<p><strong>Taliban ve tarihsel_k\u00fclt\u00fcrel an\u0131tlar:<\/strong> A\u015f\u0131r\u0131l\u0131k yanl\u0131s\u0131 bir grup olarak Taliban cahildir ve a\u015fk\u0131n medeniyet ve k\u00fclt\u00fcre yabanc\u0131d\u0131r.
